SEC Creates New Unit to Target Accounting Fraud

The Securities and Exchange Commission (SEC) has established the Financial Reporting and Accounting Unit, a new specialized team within the Division of Enforcement. The unit is designed to provide dedicated expertise and capacity for pursuing accounting and financial reporting fraud cases, as well as general misconduct in the accounting and auditing sectors.
David Woodcock, Director of the SEC’s Division of Enforcement, stated that the move aligns staffing with core mission areas. “This new unit – which expands on the Division’s current and historical efforts to crack down on bad actors in the accounting and auditing profession – will be critical in our efforts to pursuing financial reporting fraud, as well as accounting and auditor misconduct more generally,” Woodcock said.
The unit will operate in close collaboration with staff across all relevant SEC divisions and offices. This structure aims to ensure that enforcement actions remain consistent with the Commission’s broader policy goals regarding federal securities laws.
Timothy Zimmerman has been appointed to lead the new unit. Zimmerman joined the SEC’s Division of Enforcement in May 2026 as a senior advisor to the Director. Before joining the agency, he spent 12 years at an international law firm and most recently served as Deputy General Counsel at an international accounting and professional services firm.
Osman Nawaz, Principal Deputy Director of the Division of Enforcement and head of specialized units, welcomed Zimmerman’s appointment. “I look forward to working with Tim on this important endeavor,” Nawaz said. “His depth of experience and passion are tremendous assets that will help the Division.”
The Financial Reporting and Accounting Unit will be staffed by a mix of attorneys and accountants. These personnel possess specialized skills related to financial reporting, accounting, and auditing within the context of securities regulation.
